On August 5, 2015, at approximately 8:30 p.m. Tennessee Registered Sex Offender, Zachary M. Howell, was charged on One (1) Count of Violation of Community Supervision Conditions (Class E Felony) and Three (3) Counts of Community Supervision Violations (Class A Misdemeanors), after an investigation by the Knoxville Police Department’s Internet Crimes Against Children (ICAC) Task Force. West District D Squad officers conducted a traffic stop on Howell’s vehicle for driving the wrong direction in a one-way alley near University Avenue. Howell had a 9-year-old child with him at the time of the traffic stop. Howell is prohibited from being with children.
Howell is classified as a Violence Against Children Sex Offender. Howell was convicted of Aggravated Sexual Battery in 2005 and is on lifetime supervision due to being a registered sex offender. Howell is being held on a $21,000 bond at the Roger D. Wilson Detention Facility.
